You have it backward, the Maven repo is optional, the distribution
server is required, please see
https://www.apache.org/legal/release-policy.html: "The distribution
directory is required, while the repository system is an optional
convenience.

It would be nice and simpler to provide all the files in our Maven
repo but this is not the Apache procedure. Right now there is a
requirement to provide files on https://dist.apache.org/repos/dist/
and then https://dist.apache.org/repos/release. Everything else,
including compiled binaries, a Maven repo is a convenience to our
users.
