RFC 9111, Section 5.2.3 - Extension Directives:

The Cache-Control header field can be expanded through custom extension cache 
directives. At present, our cache implementation does not support custom 
directives

Edit: I do not think this makes us RFC 9111 non-conformant. We already support 
RFC 5861 and can support other extensions in the future.
