This PR validates HEADERS frames with the PRIORITY flag and rejects stream
self-dependency.
A stream cannot depend on itself and must be treated as a stream error of
type PROTOCOL_ERROR, per [RFC 7540 section
5.3.1](https://datatracker.ietf.org/doc/html/rfc7540#section-5.3.1).
