Honestly there is no plan and no strict discipline. I generally try to get a bug release once a quarter (unless there is a major a defect or a security issue that warrant an emergency release) and a feature GA release every year. However if anyone from ASF, especially a committer on the project, asks for a release, I just go ahead and do it.

Now if you also start acting as a RM for some releases we can try to get more formal.
