Attachment: HDT-30.patch
Added license headers to all the required files. MANIFEST.MF was excluded from
check as rat can not do it. Enabled rat license check and report generation in
the maven build.
I also have a github branch for the same, let me know if it is easier to use
that instead of the patch.
