HELIX-281 is related to making sure that message callbacks in the controller
don't starve other types of callbacks in the controller. A more general problem
is that we can get a large number of callbacks for any listener, including a
large number of external view updates for the spectator, among other situations.
There should be a way to coalesce these callbacks to prevent them from coming
in faster than Helix components can update themselves.
