I agree with this in principle. Certainly I created some tickets today that are 
not nearly descriptive enough. Browsing other projects (e.g. ZooKeeper, 
Thrift), I see the following:

1. External contributors who find issues and submit patches tend to have the 
most descriptive tickets
2. Small changes have small descriptions, medium changes have large 
descriptions, giant changes have small descriptions
3. Self-reported and fixed jiras tend to have smaller descriptions
