    adding python helix admin library

    This adds a python wrapper around the admin webapp.
    
    functions.py - handles all communication with the webapp.
    cluster.py - creates an abstraction of a cluster
    helixexceptions.py - exception objects
    participant.py - handles all information about a participant
    partition.py - handles all information about a partition inside of a 
resource group
    resourcegroup.py - handles information about a resource group

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/jheise/helix master

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/helix/pull/14.patch
