Since JobQueue never cleans up the jobs in the final stage (FAILED, COMPLETED, 
ABORTED), JobQueue will reach the capacity limit when jobs keep adding in.

Fix: Current fix will be adding an API in TaskDriver to clean up the final 
statge.
