Please review.

Apache Helix is a generic cluster management framework used to build
distributed systems and provides automatic partition management, fault
tolerance and elasticity.

Helix has been incubating since 2012-10-14.

Three most important issues to address in the move towards graduation:

  1. Add new committers.
  2. Grow community.
  3. Better documentation to increase adoption.

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be aware
of?
- None
