Summary: Prevent misalignment of state model definition with
registered state model factory

The registering of a state model definition (typically done once during cluster
setup) is independent of the participant attaching the state model factory to
hand out the state model.
We can do some checking at registry time to ensure that the state model
actually conforms to the state model definition that has been registered for
the cluster.
