The fix for HELIX-166 introduces a new setting for user-defined rebalancers.
There is some code cleanup necessary to properly make it work. Right now, it
executes on a lot of code paths that assume semi-auto mode, so each of those
needs to be evaluated to figure out if that is the right thing to do.
