There are three major components that need to be completed, the rest is voting: [1] The status file is incomplete: https://incubator.apache.org/projects/heron [2] A charter needs to be drawn up and submitted. This can be done through the projects Whimsy page. [3] The PMC needs to elect a chairperson. [4] Community vote to graduate. [5] PMV vote to graduate.
