Hi, all: 1. convert the Java Kafka Spout sub project into a Bazel target, making it use in-tree Heron Java API and dependencies, instead of public maven artifacts 2. adapt "setup-intellij.sh" to include the "contrib" module 3. ensure source style compliance of Java Kafka Spout
