Summary: Double ctrl+c doesn't kill tez session

In cli, double ctrl+c will kill the dag and exit the cli. But the tez session
is not stopped. Tez app AM will still alive there until it is timeout, this
make the resource wasteful (one container for AM and may other containers for
task when container reuse is enabled. )
