Summary: add a script to HiveQA that would -1 patch on addition of
threadlocals

Could check the number of lines where threadlocals are added and removed to
come at the balance. If a threadlocal looks like it's likely added, it should
-1 the patch like when the tests fail. Ideally, it should also send an email to
somewhere... there are so many problems in Hive caused by threadlocals that I
think they should be banned except in extreme circumstances.
