Therefore I am delighted to announce that the proposal to release
Apache Hive 2.3.1 has passed.


@Sergio, bylaws establish a minimum of 72 hours for the vote but no
upper limit. I will now roll the release out to the mirrors and
ping you so you can push HIVE-17831.
