There are some differences between them; most notable is that currently on a
standard table in the worst case the rowcount is estimated from the datasize
and the table schema....and then considered as {{COMPLETE}} statistics.
For partitioned tables this estimate logic is different - and doesn't conclude
that the table basic state is {{COMPLETE}}
