Even though package dir is defined as below (with a / at the end) -

LLAP_PACKAGE_DIR = ".yarn/package/LLAP/";

copyLocalFileToHdfs API fails to create the dir hierarchy of
.yarn/package/LLAP/ first and then copy the file under it. It instead uploads
the file under .yarn/package with name LLAP.
