Update: I can get the CLI to start if I first set HADOOP_CLASSPATH as follows:

HADOOP_CLASSPATH=`pwd`/build/hadoopcore/hadoop-0.23.0/modules/hadoop-mapreduce-client-core-0.23.0.jar
