Summary: Handle unsupported queries for Iceberg tables

In Iceberg, there will be several Hive commands that will be unsupported either
temporarily or else. For example, right now all commands containing the
PARTITION keyword would fail the Semantic Analysis given that the HMS table is
always unpartitioned for Iceberg. The resulting error message for the user
would be confusing. We should provide a common, unified error handling for
these queries.
