During the HIVE-26002: Create db scripts for 4.0.0-alpha-1, I have found that
the {{metastore/scripts/upgrade/hive/upgrade.order.hive}} does not contain the
{{3.1.0-to-4.0.0}} step for upgrading the sysdb database. This way the upgrade
was not working.
I fixed this for 4.0.0-alpha, but we should create test for it.
