Summary: Standardize compaction checks

Currently Initiator and Worker pre-checks are different. This could result in
cases where the initiator creates a compaction request which will be refused by
the worker. In order to address this, the pre-compaction checks should be
standardized, and the same checks should be applied by both the worker and
initiator.
