Carl: the feature is related but the approach is slightly different. I think it
would help if we produced a similar design doc for review - I'll work on that.
The configuration property forces a database and its associated queries to be
self-contained and be a unit of capacity tracking. Yes, the user can override
this property but we don't expect any users to.
