With patch for 3984 we removed the check during translation if windowing
processing can be done at the end of a PTF chain.
Should do this check as an Optimization. If plan is:
PTFOp -> RS -> Extract -> PTFOp
and partitioning are compatible (ie same or only different in order) plan can
be rewritten.
