Added unit test to write and read ORC files in old RLE format (0.11).
testReadFormat_0_11() requires the orc file (orc-file-11-format.orc) written
using 0.11 write format to be available at ql/src/test/resources directory.
Hence, the attached file (orc-file-11-format.orc) should be copied to
ql/src/test/resources directory before running the unit tests.
