(Okay, the skip.javadocs seems to happen only if we build with 
-Dhadoop.mr.rev=23, which pulls down hadoop 2.x, which allows us to do 
something like build without it, and then test with it, but that's still hacky. 
Also, the reason for it failing seems to be that when running the javadoc 
target, the junit version pulled down does not support things like timeout 
annotation which is being used by hadoop 2.x. Mumblemumblegrumblemumble I can't 
wait for the mavenization jira to make it already, and then we can try to keep 
that build as clean as possible)
