It's currently not very clear where the config files for WebHCat should be
places (webhcat-site.xml, webhcat-default.xml, etc). Some are expected in
WEBHCAT_CONF_DIR, some in HCATALOG_HOME/conf.
Need to clean this up and make it consistent.
