What's the new procedure for adding configuration parameters?
* Does the template file still need to be updated, or just HiveConf.java?
* Should the template file keep getting updated now but not after 0.13.0 is
released?
* How often will the template file be generated -- once per release?

not that everyone will read it or remember it, but doc nudges could be a
