I think if you want to parametrize the error msg, it's clearer to use {n} like
ErrorMsg.TRUNCATE_FOR_NON_MANAGED_TABLE.
Also, SemanticException has a c'tor of the form SemanticException(ErrorMsg
errorMsg, String... msgArgs), which preserves the actual canonical error msg
rather than just having a string. It makes downstream processing more reliable.
