a). Confirm all mentors and committers are subscribed to {dev,priviate}@.
b). Update License headers
c). Update NOTICE, LICENSE files
d). Move git repository from Github to ASF
- Should all the commit histories be remained or not?
- Better to sync git repository to Github to accept pullrequest
on Github as well
