Downloaded, checked digests, compiled (Ubuntu 20.04, Java
1.8.0_271-b09, Apache Maven 3.5.3) and ran RAT successfully ("mvn
clean install -DskipTests; mvn apache-rat:rat").
Checked LICENSE, NOTICE, DISCLAIMER-WIP, build instructions, and file headers.
