Hi Ricardo, PMC members and even Committers do not have to be developers, The foundation hammers on this but the name Committer might not be the best name to cover the whole picture.
The PMC is responsible for the management of the project, reporting to the ASF Board, voting on releases, adding new committers and PMC members and solving conflicts (let's hope this isn't needed that often). Committers are active contributors to the project. This CAN be code, but also docs, helping users, promoting the project, it can be anything where you gain a bit of merit. As a project we value everyone's input being promoted to the committer or PMC role is an acknowledgement of the time and effort you put into the project.
