As Bart stated there are no initial limitations to get started with
contributions.
If you can give me your name that you use on Jira I can set you as a
contributor.
With this permission you can assign tickets to yourself that are to-do but
nothing more, but then we know you are planning on working on this ticket.
Then when a PR arrives one of the committers will validate it and move your
ticket to closed.
