It looks like the "Target Version" field has been hidden on JIRA, due to a problem with ASF infra. This affected a few other projects too, such as Hadoop and Hive. See https://issues.apache.org/jira/browse/INFRA-11276 . It got fixed in Hadoop pretty quickly, so hopefully that will also happen for us.
