That has always been > the case for CGI -- it is a gateway interface. ISTR that CGI scripts would never be passed the OPTIONS methods. So it would be impossible for it to be "the responsibility of each CGI." :-) I ran into this when somebody asked about writing a DAV server using CGI. They never got the OPTIONS methods...
