It didn't need to be this painful, the apache-1.3/htdocs branch could
have been granted group ownership to the apdocs folks, and that would
have been the end of it.  It's been 'undone' (read: fixed) for the 2.0
tree, would be nice to see it fixed here too someday.  There was really
no good reason for a subtree.

The real headache is the document history cached away in the 'real'
htdocs - so they will perpetually clash as Bill noticed.
