Christian,

  libhttpd.dll runs without any modules.  Therefore it's isn't dependent
on them.

  There is a top-level InstallBin project that builds -all- modules.  This
came up once before.

  Does the list believe we need an 'intermediate' no-op BuildBin target
that will build all the files, without executing the InstallBin target?
