They sure should be.  For example, right now people have nothing
to download to put mod_ssl against, since mod_ssl hasn't caught
up to 1.3.23 yet.

We've historically kept *lots* of past tarballs in dist/old/,
if not the main directory, and I'm both very surprised and
very perturbed that the 1.3.22 tarballs have been completely
deleted.  If it had been a damaged release with known problems,
*maybe* -- but it was golden.  So what happened to it?  Look
at what we *do* have in dist/old/...:

1.3.0
1.3.1
1.3.2
1.3.3
1.3.4
1.3.6
1.3.9
1.3.11
1.3.12
1.3.14
1.3.17
1.3.19
1.3.20

plus a mish-mash of assorted binary packages, *including* a couple
for 1.3.22.
