If I send:

Accept-Charset: ISO-8859-1, utf-8;q=0.66, *;q=0.66

with no Accept-Language header, I get a page in french.  That isn't right
is it?

This is what Mozilla generates for me if I go and remove the en-us
language from the list of languages.
