They may not always be ServerRoot-relative since that is ${prefix}.
Darwin, RedHat, opt, SuSE, Solaris layouts all have disjoint
values for sysconfdir.

Taking what Aaron's recent patches have done, if they can be
relative (given the value), they will do so.  However, if they
don't share a common prefix, it becomes the absolute path.
