Setting receive buffer size on Windows

Hi all,

Someone reported a bug that on a windows platform, any attempt to set
the receive buffer size to any value above 512 bytes caused the
following error:

[error] (22)Invalid argument: setsockopt(SO_RCVBUF): Failed to set 
ProxyReceiveBufferSize, using default

The key error is "Invalid argument". Is setting the buffer size possible
in Windows?
