I think the LDAP SSL stuff in the v1.3 module was largely based on some
LDAP client library specific #ifdef's that only worked with one of the
Netscape libraries. If I remember correctly it was removed so that
"real" support could be added to either APR-util or mod_ldap at some
point that supported all the client libraries in a standard way.
