Are you using the cygwin ssh? In that case, generate a public/private key pair using ssh-keygen. The private key goes (probably already is) in the ~/.ssh directory; copy the public key over to the ssh server and rename/append to ~/.ssh/authorized_keys. If you have generated ssh2 compatible keys, that file should be named authorized_keys2. Proof of the pudding: if you can ssh in without specifying password from the shell, WinCVS should be able to do it, too. From the shell, debug using ssh -v.
