I think this was probably some wierd problem resulting my symlinks for earlier.
Question however, the --with-apr options, they have to point to a already directory where ./configure ; make have already been run and not just a cvs checkout ? IF so, it might be useful to add that to the messages for docs somewhere. Thanks for all the help.
