As stated earlier, the behaviour is caused by the internal_fast_redirect header overlay. Until we find a better general solution, I want to fix the bug in mod_usertrack now. The patch is rather small ;-). It only refuses to set the cookie in subrequests. It works for me, but I'm not sure, whether there may be situations in which the cookie won't set at all. Any thoughts or objections to apply this patch for now?
