build Apache yourself on the machine you wish to run it on, and if it doesn't start up then open a PR at nagoya.apache.org/bugzilla/ and we can try to help
we have enough trouble identifying system requirements of binary builds we provide, and we certainly can't support binary builds of Apache provided by 3rd parties
an easy way to hit such a problem is if they built it on a newer ML of AIX than what you have and expat wants some feature not present on your system (I assume AIX since you got it from bullfreeware.com but you didn't specify)
