There were some fixes affecting this a while back. Rev 1.4 and 1.5 of server/worker/pod.c come to mind (see http://cvs.apache.org/viewcvs.cgi/httpd-2.0/server/mpm/worker/pod.c for more details). These were fixed in 2.0.34 though, which is pretty old. What release is your co-worker running?
from a private reply it looks like this is happening on 2.0.42, so the fixes I mentioned above are not relevant. However, Jeff's post probably is relevant.
