So your basically saying that we retag a release candidate tag with the final release tagname, when a tarball rolled from such a tag receives three +1s for release?
I am saying that the contents of a release tarball must match the tag of that release in cvs. How that happens will depend on the mechanisms used by the RM in constructing the tarball. Tags are just a tool to make the RM's job easier, at least until the release is approved, after which the official release tag is needed for everyone.
