May be it's a good time to remove the cookie handling from the core and delegate it to the third party module, libapreq-2 does this for you.

For those who missed the revolutionary change in libapreq, it now can inject itself as an input filter, do the parsing of the request headers and the body once and then feed any consumers, be it a php handler, upstream C filter, or mod_perl response handler as many times as needed (also works as a singleton).
